Due to the upcoming 「Battle Spirits Championship 2017 -煌臨杯-」，this change of ruling shall be universal and apply to effects with similar texts.
「お互い、●●するとき、●●しなければ●●できない」
(Both players, when ●●, if ●● is not implemented, ●● cannot be achieved)
The above texts are applicable to both rulings which implies the action being compulsory and optional. Thus, to avoid confusion, the rulings have been amended as followed.
From December 1st, 2017 onwards, the effects for「BS33-019 Purple Smoke Lion」shall follow the same rulings as all other cards:
It is optional to pay the additional 5 costs, if the costs are not paid, the designated card cannot be summoned and thus discarded.
Please take note that these changes will take immediate effect in all Official/Non-Official Tournaments and Casual Plays.
